Sauron adopted the symbol of the eye as a symbol of power and fear due to the fact he was able to send out his will over Middle-earth. Sauron did have a physical form, but because he was weakened without the Ring, he remained hidden in the shadows and instead directed his armies from afar.

And this is why I'm going to be re-reading the trilogy as well as TH before I go to watch the film in December
